How to Fix "Digital Signature Certificate (DSC) Not Found" Error on eproc2.bihar.gov.in
Contractors bidding on the Bihar Government e-Procurement portal (eproc2.bihar.gov.in) often face a roadblock at the final step: the "DSC Not Found" or "Applet Blocked" error. Since Bihar recently migrated to the updated eProc 2.0 system, it strictly requires a Class III DSC. If your token is plugged in but the portal can't read it, the issue is usually your Java or driver configuration.
The Ultimate Step-by-Step Fix
- Check Your DSC Class: Ensure you are using a valid Class III DSC. The older Class II DSCs are being phased out on the new portal.
- Install 32-Bit Java (Crucial): The portal's signing components rely heavily on 32-bit Java architecture. Even if your PC is 64-bit, uninstall your current Java and install the latest Java Development Kit (JDK) 32-bit version.
- Update Token Drivers: Press
Win + Xand open Device Manager. Look under "Smart Card Readers." If there is a yellow warning icon next to your eToken/ProxKey, right-click and update the driver. - Configure Java Security Settings:
- Search for "Configure Java" in your Windows search bar.
